Why does this "gleaming monument to personal convenience" have an astroturf seat cover?

As for the astroturf, I think it's self-explanatory. The maintenance costs for real grass would be very pricey over time.
The bullhorn is more confusing, though. I presume it has something to do with crowd control, when faced with the uncomfortable reality that nature can call at the exact same time that hoards of people are coming to ogle this masterpiece.
This is totally a bathroom most guys would say was the "coolest thing ever"
